You are supposed to be able to comment on this article with the Comment Streams extension because I tagged the page with the parser tag <comment-streams />

If this page is not showing comments, then it is because this bug's patch needs to be applied or you can remove the configuration in CommentStreams that triggers the bug in 1.43 $wgCommentStreamsAllowedNamespaces = -1;.
