As one possible effort that we could put on the EMW Workboard, we could study this Toolkit, and

reproduce it wiki-style (online, with forms etc.)
seek to understand why MediaWiki was not suggested
suggest how MediaWiki could easily meet or exceed the requirements and goals listed in this toolkit
reach out to the authors for future inclusion.
