The Technical manual 
is in the "Manual" namespace of MediaWiki.org (http://www.mediawiki.org/wiki/Manual:Contents)
The User manual 
is in the "Help" namespace of MediaWiki.org

Unfortunately, the Help namespace is empty with a default installation of the MediaWiki software. What this means is that if you are setting up MediaWiki, your invited users are not going to have any local reference to helpful information about how to use the software. The best way to overcome this limitation is to copy the help content from MediaWiki.org The way to do this is to follow the instructions at http://www.mediawiki.org/wiki/Help:Copying

Another method for installing a copy of the Help content is to use the Python Wikipedia Bot Framework
