Do you know abot the wikipedia website? Have you ever used a wiki before? Are there other communityspam-building platforms that you think would be more appropriate for this website?  I think that this software does a pretty good job of handling a large number of the requirements for building an information-based community. There is a project that I just discovered called '[http://www.civicspacelabs.org/ CivicSpace]' which is built as an extension to the [http://www.drupal.org Drupal] CMS/framework and that looks like it may be the ultimate software to support this site (while this 'wiki' could be an integrated part that serves a more defined role).
